STORAGE VESSELS APPROACH QUAD O DEADLINE AS PER WHITE PAPER
Oil and natural gas storage vessels approach EPA 40 CFR 60 Quad O deadline of April 15, 2015, according to a new white paper published by Sage Metering.
[MONTEREY, CA] – [December 9, 2014] – Sage Metering, the manufacturer of thermal mass flow meters, recently released a white paper revealing that storage vessels in the oil and gas industry are facing a Quad O compliance deadline of April 15, 2015. EPA 40 CFR 60 Subpart OOOO is a directive for emission standards for the reduction of VOCs (volatile organic compounds) and SO2 emissions from storage tanks that were constructed, modified or renovated after August 2011.
Wayne Shannon has over 20 years’ experience instructing the use of thermal mass flow meters in various applications to measure gases. He is the Sage Metering Marketing Manager and wrote “Flare Gas and 40 CFR 60 Subpart OOOO: Storage Vessels Approaching Quad O Deadline.” Shannon says, “The EPA projects that as many as 46,000 new or recently modified storage tanks must be compliant by April 15, 2015.”
Any storage vessel in oil and natural gas production and transmission, emitting more than six tpy (tons per year) of VOCs are subject to these regulations. The EPA requires either a combustion device (flare) or recovery system to remove VOC emissions. Shannon says, “For various reasons, a combustion control device appears to be the leading method to remove VOCs.” The EPA requires the installation of a continuous monitoring system when using the combustion device technique, which requires a gas flow meter with 2% accuracy at the inlet of the control device. “The Sage meter is ideal for these applications,” Shannon claims.
The EPA Quad O compliance deadline for Group 1 storage tanks built between August 2011 and April 2013 is April 15, 2015.
